Why Stuck Persists

Once a leadership team recognises a priority is not moving, the instinct is to add more. More meetings. More reporting. More senior involvement. More pressure from the top.

It rarely works. And the reason is straightforward: the problem is not effort. The problem is architecture.

A stuck priority has a structure that cannot hold forward momentum. Decisions that belong at the working level are travelling upward. By the time they arrive back down with an answer, the context has shifted. The people closest to the work are waiting rather than acting.
